2019 Public Improvement Projects

A general schedule for the improvements outlined below is as follows: 

The 2019 project will be completed in June 2020. Work remaining includes final bituminous wearing course on 4th Street & all pavement markings in the Central Business District. Final bituminous will be completed on the Highway 59 SE frontage road as part of a water main loop project. 

There are several construction projects taking place in Thief River Falls this summer. This is again a very busy construction season. These projects are developed through the City’s Capital Improvement Program, from developer requests, homeowner petitions and items requested by department managers and are outlined as follows:

Central Business District - Street Reconstruction and Lighting 

The streets that make up the Central Business District along with proposed improvements are as follows:

  • First Street from Knight Avenue to Highway 32 - The improvements consist of milling 2 inches of the entire roadway and placing a new 2-inch bituminous wearing course, new poly preform pavement markings, along with gate valve and manhole adjustments. Miscellaneous sections of concrete curb & gutter will be replaced, as well as, substantial amounts of concrete sidewalk and pedestrian ramps for Americans with Disabilities Act (ADA) compliance. Traffic signal loop detectors will be replaced, and decorative lighting installed.
  • First Street from Highway 32 to Canadian Pacific Railroad - The improvements consist of milling 2 inches of the entire roadway and placing a new 2-inch bituminous wearing course, new poly preform pavement markings, along with gate valve and manhole adjustments. Miscellaneous sections of concrete curb & gutter will be replaced, as well as, substantial amounts of concrete sidewalk and pedestrian ramps for Americans with Disabilities Act (ADA) compliance. Traffic signal loop detectors will be replaced, and decorative lighting installed. This segment will also include traffic signal replacement at the intersection of First Street and Pennington Avenue.
  • Second Street from Knight Avenue to Highway 32 -  The improvements consist of milling 2 inches of the entire roadway and placing a new 2-inch bituminous wearing course, new poly preform pavement markings, along with gate valve and manhole adjustments. Miscellaneous sections of concrete curb & gutter will be replaced, as well as, substantial amounts of concrete sidewalk and pedestrian ramps for Americans with Disabilities Act (ADA) compliance. Traffic signal loop detectors will be replaced, and decorative lighting installed.
  • Second Street from Highway 32 to Horace Avenue - The improvements consist of reclaiming the existing 4 inches of bituminous, re-grading the aggregate base, placing 2 inches of bituminous non-wear, 2 inches of bituminous wear, new poly preform pavement markings, along with gate valve and manhole adjustments. Miscellaneous sections of concrete curb & gutter will be replaced, as well as, substantial amounts of concrete sidewalk and pedestrian ramps for Americans with Disabilities Act (ADA) compliance. Traffic signal loop detectors will be replaced, and decorative lighting installed.
  • Fourth Street from Highway 32 to Atlantic Avenue - The improvements consist of complete removal of concrete base, concrete curb and gutter and sidewalk. Fourth Street will be reconstructed with common excavation, aggregate base, 2 inches of bituminous non-wear and 2 inches of bituminous wear. New concrete curb and gutter will be poured, as well as, new ADA compliant sidewalks. The segment from Highway 32 to Horace Avenue will be narrowed to 57-feet wide with partial diagonal parking on one side. The segment from Horace Avenue to Atlantic Avenue will be reconstructed to 44-feet wide with a 6-foot wide ADA compliant sidewalk on both sides. The entire three block segment will receive storm sewer replacement, along with poly preform pavement markings, gate valve and manhole adjustments and decorative lighting. The intersections of LaBree Avenue and Horace Avenue will require replacement of the 8-inch water main and 10-inch and 12-inch sanitary sewer. 
  • Horace Avenue from First Street to Fourth Street -  The improvements consist of reclaiming the existing 4 inches of bituminous, re-grading the aggregate base, placing 2 inches of bituminous non-wear, 2 inches of bituminous wear, new poly preform pavement markings, along with gate valve and manhole adjustments. Miscellaneous sections of concrete curb & gutter will be replaced, as well as, substantial amounts of concrete sidewalk and pedestrian ramps for Americans with Disabilities Act (ADA) compliance. Decorative lighting will be installed. 
  • LaBree Avenue from First Street to Fourth Street - The improvements include complete bituminous, curb and gutter and sidewalk removal. The street will be narrowed to 44-feet wide with new curb & gutter, 2 inches of bituminous non-wear, 2 inches of bituminous wear, new 17 ½-foot wide ADA compliant concrete sidewalks, new poly preform pavement markings, gate valve and manhole adjustments, traffic signal loop detectors and decorative lighting. 
  • Additional decorative lighting will be installed on Knight Avenue from First Street to Fourth Street, Atlantic Avenue from Second Street to Fourth Street, Main Avenue form First Street to Fourth Street, Second Street from Horace Avenue to Atlantic Avenue, and Third Street from Knight Avenue to Atlantic on existing light bases to complete the Central Business District lighting.

These improvements will be funded from bonding, Municipal State Aid and the Department of Employment and Economic Development (DEED). Benefitting properties will be assessed for 60% of the street improvements and 80% of sidewalk improvements, above the cost of replacement required for condition or ADA compliance.

MMCDC Elementary Addition - Wearing Course

The improvements include placing the final  1½-inch bituminous wearing course. Miscellaneous curb and gutter will be replaced along with gate valve and manhole adjustments. 

These improvements will be funded from bonding. Benefitting properties will be assessed for 60% of the street improvements. There are approximately 4,500 feet of fronting properties available for assessment.     

Stevens Drive, Nelson Drive, and Fern Road - Edge Mill and Resurfacing 

The improvements include a 6-foot wide edge milling and placing a 1½-inch bituminous wearing course. Miscellaneous curb and gutter will be replaced along with gate valve and manhole adjustments.

These improvements will be funded from bonding. Benefitting properties will be assessed for 60% of the street improvements. There are approximately 7,000 feet of fronting properties available for assessment.     

Fairgrounds Miscellaneous Paving

The improvements include necessary preparation and 2-inch bituminous surfacing of 750 feet of 8-foot wide multi-use trail. It will also include grading the existing aggregate base on Fourth Street from the existing pavement to Barzen Avenue and placing 1½ inches of bituminous non-wear and a 1½ inches bituminous wearing course.

These improvements will be funded from the Pennington County Fair Board. The extension of Fourth Street portion will split between the City of Thief River Falls and Pennington County. The City share will come from bonding.

Fire Hall Parking Lot Resurfacing

The improvements include reclamation and salvaging the existing 3-inch bituminous surfacing, re-grading the existing aggregate base, place 1½-inch of bituminous non-wear and 1½ inches of bituminous wearing course.

Funding for these improvements will come from bonding.

Highway 59 Southeast Water Main Loop

The improvements include extending a 12-inch water main in a steel casing pipe under Highway 59 and installing 350 L.F. of 8-inch water main in the east Highway 59 frontage road to complete the loop.

Funding for these improvements will be funded through bonding, with payment through utility rates.
